In the 2018 Alabama Legislative session, two bills were filed on behalf of public education retirees. Senate Bill 21 was sponsored by Senator Gerald Dial and House Bill 330 was sponsored by Representative Connie Rowe. The initial bills were requesting a one-time bonus check of $400.00 to each person receiving a pension in the TRS. The fiscal note on this bill would have cost 33.8 Million. A substitute bill was then filed on behalf of Senator Gerald Dial’s SB21 on February 27 which would now be based on a formula. “The formula for calculating the lump-sum payment shall be one dollar ($1) per month for each year of service attained by the retiree.” The substitute of SB21 has a fiscal note of 24 Million. Both SB21 and HB330 passed favorably through the House Ways and Means Education Committee on March 13. We expect to see SB21 on the House Special Order Calendar next week.
